Not a chance. That would put my forward city on flatland instead of a hill. Pigs is good enough to get the city up and running quickly enough to serve it's purpose. Those Cows are pretty much all the hammers City 9 will have (which will be a source of commerce and SFA else without a lot more tech even with the cows)

What happens when you throw under council into that equation? Do they get close to tying up with arête mined hills?

Fin/Ing is Kandros only. Money Changers aren't all that tough for a Fin leader (and can come earlyish with a Currency bulb  )

Undercouncil adds another 10% bringing the Merchant to 5.4 gold. Arete mined PH is 5h. So roughly equivalent.
OFC, a riverside plains Hamlet outperforms both the Mine and the Merchant.
