Essentially the rule is that if you can open the diplo window and count the cities then the scoreboard shows the true number, otherwise the scoreboard counts only the cities that you have actually revealed on the map. I don't know the settings for this game, but one of the checkboxes prevents city trading. If city trading is off, then the cities aren't listed in the diplo window and the scoreboard only lists the cities that you have revealed on the map. (Behavior is the same if you are at war with someone and city trading is on).
EDIT: Looked more closely at your screenshot, and I see you have two diplo windows there. Missed the 2nd on first look. Not sure why it's not counting Vanrober's.

Have a look at the actual settings of this PB in the tech thread. In addition of this being a no score game it was requested that the city count is only revealed when you acquired enough espionage. (graphs)

And I have graphs for Scooter and not for Vanr. I should have graphs on Vanr next turn. Something else to wait for

I have two counters going in my posts. One goes in the subject line and should be pretty obvious as it will say something like "Turn 25".
The other is the mini-comment in square brackets ...

This is my way of encouraging me to keep posting. That is the view count as I post my turn report. Last report, that value was 1,107. Current view count is 1,142.
This post will seem like new fodder and so people will comeback to read it ... and drive that post count up.

Game is starting to (slowly) heat up. New city for me this turn (Index Case).
I was right ... healing warrior went from 2 turns to fully heal to 1 turn to fully heal once I had wrapped Index Case around him.
Funny to think that a COVID inspired city naming convention helped with his healing.
I was also right about Pottery moving from 3 turns to complete to 2 turns to complete with my new city. Also, as expected, it
moved back out to 3 turns as I have to run a turn of coin to pay for my 2nd city.
I also found Vanr and his cities ... and a full str warrior. Hmm - scout could die next turn.
BTW ... Vanr has built a warrior, a worker and another scout. Plus a settler. I have built 2 x workboat, settler, worker, warrior. About the same.
Down South ...
Plan is to ... ahh ... I don't know. Finish Pottery, whip work boat in capital turn before with overflow into Granary. Need some culture in Index Case ... need Mysticism first.
Farm on flood plain will take 7 turns ... need more workers. And defenders. 18 turns until that stupid copper is in my land. Need to have roaded out there by then.
Need more workers. Have to mine Index Case. Need more workers. Need Ironworking because of the rude amount of jungle. Need more workers.
Maybe I will go steal some?

Don't you hate it when you get your micro wrong. I forgot that it takes 3 turns to road a desert tile ... as such, I finished the road after settling the city
instead of before. No 2c trade for me  .
I should have skipped finishing the road on that other tile and finished to desert tile, then settled.
I have trade routes with Scooter ... maybe Index Case will get a religion spread and be able to pop its borders that way.

Actually ... it was there goes 4c ... 2c per city.
Look at this pic ... 1c for the trade ... +25% for the capital ... +75% for traits (what?) and +75% for domestic route / trait (double what?).
Shouldn't the +75% for domestic routes be restricted to PROTECTIVE leaders? Not sure what the first +75% is about.
And this looks like one dead scout to me.
