I don't think so. Most units start with a view range of 2 tiles. It can be boosted with sentry. Or national traits like mine.

Tiles you own have a sight range of 1 with no way to boost or dampen.

If he does see the settler move out and reacts I can win with 2 archers, city, and wounded sword.

If he does not react the city gets planted. So mission accomplished

I am planing on pulling a sarlen and going to hide. I still expect that I will be killed and not get that settler out.
