Okay, work the silks, especially this turn 25, so we get 3h overflow from the warrior. Start a settler next turn, t26, and start chopping. With 11 fhpt, 3h overflow and 20 chop hammers the settler should be a 7-turn build. After the chop, the worker can road the tile it's on now, then road and chop the forest NW of it, for a work boat in fish/copper city. Will we have fishing by turn 34, when the city is settled?
We can also sneak in another warrior build but it delays the settler by three or four turns, so I think settler immediately and divert the chop to a warrior in case of trouble. At any rate Mercator needs to be building a settler on t26 and t28, to pick up the overflow and the chop.
