Dunno, really its something I have to think about. I don't have the shrine yet, but it will be in Elephants and thus I want to put Wall Street there. If I then turn to put Oxford in my highest commerce city that's going to be Elephants as well (and that's without the shrine.) If I believed I was going to run Burea for any length of time I'd put Oxford and the Academy over in Noah, the capital. But I don't believe that the case so I'd like to simply put them in the highest commerce producing city which will be Elephants once its cottages have matured and it has a courthouse.
So maybe the qualified answer to Zak's question is, I will put Wall Street in Elephants and I will put the Academy and Oxford into the city with the highest commerce potential (which is currently Elephants). Like I said though still time for things to change, and I haven't measured out which city will be the best in the end for producing commerce.
Usually I would put Oxford together with NE in the capital with GL if I had it, or with IW for Burea. But like I said this game situation is a bit different both in terms of how sprawling the empire will be, lack of wonders, different tech paths and different Civics. I'm really trying to avoid any anarchy at all.
But yeah, I know putting them both in the same city is usually a weedy move, I've just been thinking maybe its best this way (and I haven't done more calculations than eyeballing it) in this situation.

Late, or later, as in I'm not sure when I want to switch to it. Again I'm not sure because I don't know how many cities I'll have at that point nor what when I want to go that route given the the power of the whip here.
Technically I'm not even sure what ASAP means... I think I wrote that to indicate that I probably would not switch to any other civic before that one, but then I just rubbed stamped State Property with that tag too. I was mostly just playing around with the picture.
