Okay, I can get behind this. The final word has to be completely unconnected to DOCTOR/GRASS, or else we'd have gotten a 3-word clue. So we can rule out SHOP. MOLE is likely to be the last Killer word, leaving us with BUGLE.

Not sure I agree 100% here. DOCTOR is obvious, and is Dr. Dre known for being a marijuana-smoking rapper? But even if that is the connection, a clue of Marijuana does not connect to DOCTOR that strongly. Indeed, if we were talking about medical marijuana, it could connect to HOSPITAL, which clearly is eliminated as one of our words by the Dre clue.
So I do lean to GRASS, but then I think that SHOP is just as likely as BUGLE, and it would be my pick.

2. Since WEB is clearly a Fraud-clued word, that fraud by SHOPping on the WEB ties in better than having a Fraudulent SCALE, which doesn't tie into any of the other clued words (unless the Fraudulent SCALE is at a BANK? To weigh gold?)
3. (This may not exactly be kosher play) Since Azoth and I were favoring SHOP, Bob may have said to himself, "Ah, they have that one in their pocket, so I can freely make a 2-clue knowing that they will get the +1." We have not been discussing BUGLE, by and large, and if our remaining three words were BUGLE, DOCTOR, GRASS, then a 3-clue would have been warranted to steer us away from SHOP.

The trouble is, DOCTOR being one of the clued words opens up a third possibility:

Conductor 2: TRAIN and BUGLE
Fraud 5: WEB, MILLIONAIRE, BERMUDA, BANK, DOCTOR
Beijing 0: "they're mostly hitting the right words, but must avoid CHINA"
Dre 2: DOCTOR and GRASS
It's possible that DOCTOR was the intended fifth Fraud word, but we saw a connection to SCALE that Bob wasn't expecting, and so the Beijing clue was telling us "try all the possibilities for Fraud that you've brainstormed, except CHINA". But then we got scared off by the possible Killer connection, and went ROW, so Bob had to re-clue DOCTOR.
As far as Dre goes, I have no idea whether he smokes or writes about it. But I can't see a connection to any other word. And the fact that we were given such a narrow and specific two-word clue suggests that the third word is quite different. Even if Marijuana 3 Isn't a perfect fit for DOCTOR/GRASS/SHOP, there are other possibilities: Dealer 3, for example. I feel that Bob would have at least made an *attempt* at a 3-word clue with that set.
You're saying he would only have clued 8 words in 4 clues, and we got SCALE on blind luck? SCALE connects well enough to Conductor and Fraud that I think that unlikely.
marijuana would not clue hospital because the don't sell marijuana in hospitals the sell it in shops, but a doctor has to give you a medical card to buy it.
Of course you play a bugle but it's a musical instrument that a conductor might conduct. I think you're being pretty obtuse here.
A three clue to steer us away from grass doctor shop and towards grass doctor bugle? I can't think of any way to connect those 3 in a clue.

So I'm looking back at pja and azoth a discussion prior to the clue and I'm not sure if you are clear enough for Bob to know without a doubt what you will do. You talk about what if scale is a reclue (at this point it's safe to say it's not). I think that is a helpful clue for us. Just because scale doesn't directly tie into web or bank or millionaire doesn't mean it's not connected to fraud. Fraud was a 5 word clue if they all fit together so easily in that way I'd find it extremely surprising.
I see where you are coming from with your preclude discussion about shop, but azoth also mentioned bugle as a possibility plus the possibility that scale was a reclue. So I don't think bob would have known for sure no matter what that you'd go shop. In fact you could argue that he 2 clues to tell us that scale wasn't a reclue. In that case how does he let us know whether bugle or shop is correct? If he gives us a 3 clue and you think that means he reclued scale, which he didn't that poses a problem. So he clues 2 and hopes we figure it out. I just don't think you can say a 2 clue is a sign that you pre clue guess was correct when you also discuss other possibilities at the same time.
My hunch is bugle, but honestly I'm only about 65-35.
