I'll just point out here two things:
1. Despite his screenshot this thing isn't guaranteed to work for me at all. He can indeed use the huge pile of cash he's saved to rush a bunch of units, which I'm sure he has been doing. This is probably MAD, but I'm not going to just spend the entire game with a parasite attached to me, it's incredibly unfun. Better this gets resolved one way or another, now.
2. He makes a crappy neighbor, always inviting himself to take your techs, make smarmy comments in the public diplo thread demonstrating the level of infiltration, and run probe teams willy-nilly through your territory all while proclaiming peace and good will. So if you give him a base, make sure it's far away from you  .

So you've already given up on your claim of only having peaceful intentions? :D
Anyway, you've got it all wrong. If you continue this war you're not ridding yourself of a parasite. Rather you're creating one. I have no intention whatsoever of fighting to a heroic death. I will make sure I will survive no matter what. And when I do, I will strike from the shadows and use my probe teams and spectres to wreck your faction as much as I can.

My peaceful intentions went out the window when you took that base Maniac  .

I think Yang is somewhere east of Zakharov. It's possible though that we're on separate landmasses, that would explain my isolation. I'll scout around some more.
Sareln, that stack on the screenshot says a lot. Even if it was Maniac who declared and attacked first, you surely hadn't built that stack for defensive purposes.

I've got two humans for neighbors, one to my left and one to my right, a history of being rushed, no good roads so you can't play super-zone defense and need armies for each area instead of just one army, and no whip. If anything I'd say it isn't big enough...

Yep I think it's very likely we're on different landmasses.

In addition, IIRC he started his militarization before I had built a single probe team, so his whining excuse of "Waaaaa! Waaaaa! He has probe teams in my territory." is bullshit too.

I learned something new today. Thefts only live in the log for ~3 turns... clever Maniac.
As to whodunnit. Well, I only have 2 neighbors, and I can make a solid assumption that it wasn't Mardoc, since he researched Algaculture before me :P
Now that I look at the timing too, I can't help but wonder if your wardec was an attempt to hide the fact that you had stolen from me *again* after being told that we viewed that as a war-action hmm?
So please. Call me a fool if you have too, but don't treat me like an idiot Maniac. It's only foolishness if I think I can do better by letting you get into my research every 10 turns, and frankly, I don't think that's true. It's do or die for me, but either way, we fight.

I just wanted to know how you knew.  Hmm, I may want to mod away that message. It doesn't fit with my goal of making espionage more of a secretive affair.
Anyway, your militarization started long before MY2177, so don't use that as an excuse.

I'd make it a chance at discovery pro-rated to the espionage ratios. Eg. at double ratio spending say 95% chance at success, 45% theft detected, 10% identity of thieves known. (Eg. you'd expect the event where you are successfully detected as the thief to be about 4.5% give or take).
Numbers subject to tweaking of course.
Also, I think probe teams are clunky units, but that's probably a more personal opinion  .
