1) I'm still wondering about Gibbon Goetia's 'Impersonate Leader' ability. Does it work in MP? Are we allowing it?

Question 1: I'm not sure that the ability works in MP (I suspect that it does not), but even if it does, would anyone ever want to use it? As I recall, the AI gets to take over your empire while you're out messing with someone else, and it tends to make a mess of everything. I think Gibbon's a lot more useful as an early archmage, but we can ban the ability if anyone thinks that it will be an issue.

Question 2: I don't care about losing the starting settler bonuses. Real men settle in place, anyway :neenernee

It seems to me that the ability, if it does work, is a guaranteed '1 player kill'.
eg Me and Archduke get together to kill off an evil vampire player, let's call him 'WorthKillingBob'.
I use GG, and procede to throw all that player's units lemming-like over a cliff, while Archduke walks 1 commando (raiders) horseman into each of the undefended cities and removes them.

So shall we say that 'Impersonate Leader' is off the table?

In interest of full disclosure, when I played my turn (with the TO messed up, so the second attempt), I did have the settler starting bonus, and did use the LOS to scout out my capital site. If you all are okay with that, no need to remake.

Oh no, anything but that! How about instead, I just settle my capital on a different tile than I did in my original playthrough, that has totally no chance of being a bad idea!
