Yes, as long as they were already on board the ship before the turn (i.e. as long as they have their full moves available) - or of course if they have March.

I opened up the game to Mjmd offering iron + fish for iron + fish. I took it as a general re-confirmation of our alliance.
There are two possible things he could fear. One is that I dogpile him because SD just declared war on him. The second is this city:
Which I could take or raze. I'm letting Mjmd take it. Rome is another matter, that is where I will draw the line.
I expect Mjmd will drop out of the war after taking Arretium.
Amicalola and Lazteuq are still in war and at a standstill. I give Amicalola the advantage. He's much higher in power and he's building up a knight army.
I should probably get Engineering rather sooner than later.
Next turn will be a big one for the capital. I have a great scientist set up as the next GP, but the third one will take time.
I'm hoping to get an engineer, then I can perhaps run merchants in the capital. Another city is working on a great priest, but it has no Stupa yet so it's going slow.
I don't think we can 1T Banking, so no mercantilism swap. We'll go for Archery, HBR and Engineering instead.
