No, it won't fall.
I have 22Inf, 4MG, 4SAM, 9AT, 6Cav & 3Tanks (most of them slightly injured but not too badly).
The top city defenders still have 25% fortification bonus.
Dreylin has 21 Inf (on average they are 1/2 strength, so no real threat), 9 Paratroopers (4/5 strength on average) 4 wounded artilleries outside Vienna. The stack is covered by 7 MGs, sits on a hill and has a super-medic with it.
He could probably also muster 3-4 new tanks to attack Vienna next turn.
And of course his complete air force.
Even if he deals considerable damage to Vienna, he will be short of bodies to kill each defending unit.
In fact I expect him to retreat his stack to safety, using a hilly road to Medina and maybe even start talking again???? Who knows. If he leaves the stack in place to heal and dig in and trickle in some reinforcements, I think I can further hurt it in 2-3 turns. The 7MGs are the problem. Only touchable by Tanks or Marines.
And, btw., where did I get the idea from that tanks could deal collateral damage? Was that Civ3????

How did you do this? Did you move those 14 units to a separate tile to apply the GG? Or can you just select the units you want to have led?
This, along with GP selection for golden ages, is always a bit dicey for me

I have done this in SP before and always moved to a seperate tile to be sure...

Yes, I moved them to a separate tile and burned the GG on top. You can then assign which unit gets the GG attached (important for the free upgrade for example).

Here's my recollection. Tanks used to be able to get a barrage promotion that worked. At some point during a major patch (forgot the number) the barrage was modified such that it was not working anymore on tanks: you could still take it, but tanks wouldn't do collateral. Then in the last patch the barrage promo has been removed.

Just reread the patch3.19 notes. Barrage promotions no longer available to units without the ability to already cause collateral damage.
So Tanks can no longer get it but were able to get it in earlier versions
