Finland, I think GMT +2 that is for me. I can hit turns early my time sometimes (05:00-09:00 GMT time) but prefer playing between 18:00-21:00 GMT time.
Also, can anyone link me to the files I need to download besides 3.0.0.5 Assets? I am lazy to figure it out from RtR forums. 
EDIT: Nm, I thought I would need other files but apparently not. Got it working.

14:00-22:00 GMT is my preferred timeslot ... I'm often able to play in the mornings and prehaps a bit further into the night, but thats not consistently possible...

I guess my preferred timeslot is something like midnight to 5 am GMT... but, especially for the early turns, I can play pretty much any time.

That turn order seems reasonable.
if we are playing with barbs, I'd like to ensure that the barbs start with archery. Barb cities with warriors in them are basically just easy cities for people.

Btw I didn't put in a rule against city gifting. I think it's fine this way, there are some situations where city gifting makes sense. But that doesn't mean that anyone should start gifting cities out of spite. We should be fine with this kind of "honor" rule in a small game.
