Constitution you say? I'm quite happy about that as it means they aren't yet turning their tech advantage into a military (and then land) advantage. Much better news than something like Astro or Gunpowder or Mil Trad I'd say!

Well, it does mean they're leveraging the Representation + Mercantilism boost into something like +100 bpt before modifiers. Not to mention having the ability to build Mausoleums and Jails to stomp us yet farther into the EP hole.

Sulla is now at almost 1100 GNP between a golden age, Representation and Printing Press.

The discomfiting fact is that even though they're prioritizing economic techs, it's not hurting them at all, as they're not under any sort of threat. With the GNP boosts they're picking up, they can canter through these techs and still pick up the crucial military ones in the time it will take us just to get to Steel.

Astro gives us a bonus to both economy and military right now, so that's a great tech right now. We could delay steel for a while if Spullarise are cleaning up all the economic techs, as musketeers could be enough of a military edge against them for now. (military edge does nothing if we don't attack)

Yeah, Gunpowder is actually pretty cheap for that era of the game, especially coming right after Education boosts your research and sometimes with double prerequisite bonus. It's usually pretty fast to research in almost any type of game.
