Fishing makes sense. Sailing might too, but only if our coastal cities are working more than the resource tiles and we already have granaries built - so realistically it can wait a while. Not that you mentioned Sailing, just something that crossed my mind. (also, Sailing might be handy for expansion once we fill those backlines).
Agreed that Construction needs to come next or nearly next. Is Masonry a prereq? If not, I don't see a need for it. HBR is handy, but the cat is fundamental. That's true even if the map weren't super hilly.
Yeah, I was thinking he'd offer ceasefire at best. But I suppose he has no reason to, really, except to help the timer. We won't ever give him a long term peace, and he's got to know that. He needs to deny us first strike ability to keep Triceratops. Still, as long as he doesn't have cats, any stack that can take Triceratops ought to be able to stand on a hill next to it. Just a question of whether the killing happens on our turn or his, right?
