What are your civics? Did you move your capital to pool for the extra culture (or was it always there?) Also, it looks like there's a bug in the mod: the Levee should give an extra hammer on your city center tile, since it's riverside, right?

I think the city tile will just add up to 2/1/1 so that hammer changed from "citybonus" to "levee"
