"Maximum" sounds a bit flat, I think. "Nightmare" was quite fitting, imho.

So then...
Beginner, Easy, Normal, Advanced, Hard, Expert, Master, Lunatic, Phantasm? It feels better this way I agree but the problem is, now Advanced does not equal the level it was in the previous versions, it's one below, while the others are the same. Experienced sounds way too similar to Expert and it's also probably too long to fit onto the button. Is there anything else we can rename "Fair" to if not "Hard"?
I think we probably have too many high difficulty levels, it would be a good idea to consolidate at least two of them. Like you said, CoM is generally perceived to be a difficult strategy game anyway.
And I think the proposed name list there sounds good enough for me.
As far as I understand old lunatic and old phantasm are being merged to single level with AI bonuses being the average of old levels. Do we need even more consolidation?
Haven't decided to merge the last two levels yet. Other than making the options faster to cycle though I'm not sure what else we can gain by it.
Since we didn't shift difficulty level names and instead added Hard to the middle, removing the last one isn't necessary for naming reasons. The gap between the modifiers for them is pretty large and it even includes a few "yes/no" type differences.
