Based on PB 80 I think that both Emancipation and Environmentalism are a bit too powerful

Full disclosure: CtH also has the +2 hammer on specialist at emancipation, and PB81 proved that’s just as broken as it was in PB80.

Do we want to make an adjustment before we start?   

And do we want any bans?  (or should Commodore and I plan on picking Vikings to make a point.    )

Minimal check to ensure everyone has reasonable access to all strategic resources (reasonable doesn't necessarily mean "within capital's BFC", just not halfway across the world / nearby but across the ocean, you know what I mean). Other than that, random is fine

Would definitly not like pure random as just some light edits to ensure minimal balance would be excellent

If you want random, but not screw someone over completely random as a base may I recommend Greenline roll 10-20 and then let the lurkers choose between what he considers to be the best 3? We've used that method before for randomish maps and its worked out ok.
