So I am doing what Cyneheard called "Hyper C&D". He asked the (completely and totally valid) question of what doing this gains me, and the answer of course, is nothing 
But it's interesting. So here's what I've figured out. Remember that I win the tiebreaker vs. Pindicator and Ichabod, and lose it vs. scooter and ruff_hi.
T0 - scooter and ruff have not settled yet when I get the turn. Both Pindicator and Ichabod settled on a plains hill and are working 3f tiles. One of them is working a commerce tile (3/0/1) and one is not (3/0/0). They're both on first-row techs. So 5f, 2p and 16/17 GNP. This is all pretty much set in stone - at this point there were only 2 people that had settled, so the C&D is pretty easy.
T1 - at this point ruff settled (on his T0) but scooter still has not. Top GNP is up to 21, which is Ruff (CRE) working a 1c tile and working on a pre-req tech (a la BW). If I choose 5 food, I'm still 1st, which means that Ruff has less than 5 food. Max prod is up to 3, which is consistent with ruff settling on his T0 but not on the plains hill (adjacent to the lake - he has 8 land tiles), and working a 1/2/1 tile (similar to my plains hill sheep)
T2 - But now it gets interesting. Everyone has settled (Scooter on his T1). Worst prod is now 2, meaning that scooter has at least 2 prod and so does ruff. But now my 5 food gives me only 2nd place, meaning that one of the two of them also has 5 food (since they beat me in the tiebreaker). It's possible that ruff has swapped tiles, but the simplest explanation is that scooter is working a 3f tile while also having a 2h (plains hill) plant. He is very likely working the fish tile as his GNP is at least 19.
So it appears that he had a different plains hill plant that he could get adjacent to the lake. That... doesn't seem right / fair / etc. So much so that I kept looking for ways around it but I can't figure out any other scenario that fits the data. What I mean is that the whole thing that made the setup of this game interesting is the choice between the PH plant and being adjacent to the lake fish. So for him to have another plains hill that is NEXT to the lake just doesn't seem right.
Now, I realize that I am making a lot of assumptions about our two starts, which very well may not be true (and in some cases specifically were stated NOT to be true). It's also possible that he settled on for example a plains ivory tile that was 3 tiles away from his settler (spotted with a lucky scout move). His 8000 land tiles may even not be this lake but instead on the coast (we'll have a better idea of that on T6 when his borders pop).
But that's what I got. T3 Ruffs borders have popped and he swapped to a 2/1/0 tile, I think. That drops his GNP to 20, but top GNP is still 21, which means I think that scooter's GNP is also 21 (working the 3c fish on a pre-req tech). I am really having trouble figuring out what ruff is up to....
