Yeah, it's a kind of obscene, in all seriousness. Moving the settler 1W is kind of like a wet dream setup. Asoka in particular would just murder with this; capital 1W, 3rd ring gets the wet wheat for the expansion...yikes.

The problem with 1 W and SIP is that both tiles are riverside grass hills.

It pains me to waste an awesome tile like that by settling on it. 1 W also costs a forest.
