There are a bunch of different versions of 1oom floating around. In some of them, instead of a separate red light appearing when you've maximized your continuing-research bonus, the tech level for the field (i.e. 1 at game start, 99 if you finish the tech tree all the way through Advanced Construction Tech IX or whatever) turns red instead: More elegant, but also subtler and easier to miss. Either way, I think the indicator appears only when UI Extras are enabled. (It's been a long time since I looked at 1oom.)
