Regarding the questions: Grimoire should spawn great people. With Civil Service it can get up to +16 food. Only the capital can get close and this is with floodplain cottages instead of farms (farms would be overkill). It will get a forum and the National Epic eventually. Other cities can produce great people in GA -> Caste System cycles, hopefully with Mausoleum.
Military will be produced in Legerity and Conurbation and Litterateur. In a serious war all those island cities will be on hard whip duty. As for right now neither AT nor Amicalola seem to bother with building units.
Libraries will be built in suitable cities after expansion is done (4-5 more cities) and forges are up, hopefully with Organized Religion. Forums are too expensive. Grimoire and the capital will get one.
Alternative to Knights followed by Astronomy -> Chemistry could be to go to Rifles on the lower path via Guilds (skipping Education) or go the builder route to Liberalism/Taj or try for an earlier attack with horse archers/construction. The latter is probably not a good idea. Logistics would be a nightmare.
So I'd propose: Go for Code of Laws -> Monotheim -> Metal Casting, spread religion, burn scientiest for a GA -> switch into Confuciansim, Caste system, Organized religion, build forges -> switch into Hereditary Rule, Slavery, Bureaucracy (could be skipped) before GA ends, Feudalism -> Machinery -> Guilds. Then decide what to follow up with, Liberalism, Rifles, Astronomy being options.
Edit: I run 10% science to obfuscate the 0% gold collection rate.

I am travelling tomorrow (Nov 24) and the next day (Nov 25). I will be leaving around mid-day and back around 8pm on Wednesday. I will be able to check the forum.
Those two jungle cities are blah. Let them remove the jungle while you tech to units and situations where you can take them from them.
Re that city placement ... just name it 'Nothing to See Here' and everyone will ignore it. If it was on a hill, I would say SURE - go for it.

I have a superfluous settler now, could go for the second tundra island in the north I suppose. But I can also put a bunch of units in the forward city. In 10-12 turns Stonehenge monument will take the first ring. But yeah that city would always be threatened. Maybe offer some compensation in form of gold or a happiness resource?

People are catching up to us in city count and crop yield since we simply ran out of city spots. Not even sure where to put the settlers I produced. The fur island doesn't appear to have any food. The city at ATs border is very prococative and initially dangerous even until it gets its culture expansion. I will likely settle it anyway. Alternative would be to delete the settler. Maybe I will offer AT some gold. There is a very uninspiring filler city east of the capital that can raise some cottages for Conurbation. Fourth settler will take a peak at the small island south of the Andragogy (gold city). Maybe there is some sea food there. That's another city someone will be unhappy about, Commodore in this case.

We researched Code of Laws and founded Confucionism in Legerity. Also Silver popped up. (More about that later.)
Legerity is an excellent location. It has great production and I'm sure AT will be enthused about the culture pressure. 
The free missionary will convert Litterateur so that Legerity can go back to making units quickly.
The small stack will found city #18 next turn. Should we give AT a small compensation? (50-80 gold). It's fairly likely that we will be enemies down the line and he should be aware of that. So maybe giving him a bribe is a waste of gold but I really don't want an escalation right now.
Silver popped up in Tombola. I was staring for 20 seconds at the screen wondering why my carefully crafted micro plan for the Mausoleum wasn't working out and where I had messed up.
But no, the silver pop has reduced the capital's production.  Thankfully, as you can see, it is fixable. The capital's citizens will have to starve a turn for the greater good. I wonder why positive random events are less of an issue for the players here (well not really). For one thing it is still luck and invalidates prior planning. The other thing is that this resource pop could have theoretically led to us losing the Mausoleum. Similarly, forest growth can also be detrimental. In this game there was a forest growth NW of Conurbation which could have delayed the copper city by a turn under some of the micro plans I considered (not the one I actually used).
Terrible filler city was founded, -6 gpt is a small price to pay for this gem.
The city at the furs does have food. Will take forever to get online. But it will contribute more than merely the furs in the medium term and just feels better.
This is the location for the last settler. I hope there is some more sea food to the south.
I doubt it though. The city can share the Sheep and Crabs, so it's not terrible. Also a thorn in Commodore's side.
Amazingly, Jowy is making more gpt than we do. So I dropped the 10% research thing on gold collection turns.

If you want to emulate an AI, you should always have a settler on hand
I would give AT (commodore?) gpt instead of a lump sum. Something small that adds up to the same.

That's a good idea. However, the situation changed. Gavagai declared war on AT. Gavagai is the only player with more power than us and as I mentioned before AT doesn't build units. Now this could still be a minor scuffle. Unfortunately, my scout just vacated the area and need around 4 turns to get back there.
I'm considering reasearching horseback riding. AT has Walls in the border cities to us but not that many units. The hill fort would be hard to take regardless. I will simulate how Praetorians do against PRO archers in walled hill cities tonight. My guess is not well.
Lewwyn made peace with SD, keeping his conquest of the Great Lighthouse, and declared war on Amicalola.
As for names, I'm out. But I bet there are some scattered in this thread that I missed. Maybe, I should jot them down as they come.
Edit: Found a few more. Additional words are always welcome.
Edit2: We got the Mausoleum and the first Grea Scientist.
Edit3: If we want to backstab AT we need catapults more than horse archers.
