Random and then picking order is reverse of that seems like the norm, anything wrong with that?

Well NTT is irrelevant with this being AW, but everything else in this post I agree with

Strongly recommend you arrange your turn order by timezone and preferred playing window, instead of random. Unless you're all in the same timezone and playing time, that'll make the difference between one turn every five days, and one turn a day.
Of course your leader pick order can be random.

Ban elephants, nukes, corps, spies, blockades (if that's possible on this script); Inca, India, Pacal, Willem, Sury
No events/huts/barbs
If someone has Khmer, they should be able to keep elephants OR Khmer should be banned too (what's the point if no UU)
Monarch or Prince? Whichever scales better
Quick speed? Quick
Time Zone: Pacific, preferred window 1800-2200 PDT (0200-0600 GMT); I'm able to make other times work, but this is a "normal" time for me to play.

I really don't recommend blindly chopping off best 4. It'll be pretty random. I suggest you leave precise method up to me and other lurkers.
You shouldn't need to ban any civs or leaders since if any combos are too good/bad they will be thrown out.

That's a good point, I think we should just leave it up to the lurker's to pick fair and balanced leader/civ combinations.
