Yeah it was probably still the best bet, if you can't deal the last 10k in one go. Frog got past him by using Dragon Defence on him, which he reacts to by casting Death... Reflecting off of him and onto my Bone Mail for a full heal. Alternated that and Hero Cannon for the kill.
Do you need to kill all 3 parts at once? I suppose it works out faster overall, or you could just go for a quick Wave Cannon kill if you need the time.

I could, but the longer the Launchers live, the more chances they have to land Valiant Attack, one doing so needing a reset(I need the Hermes Sandals to be fast enough, so I have zero protection against Aging). I actually did get it done this run(managed to land enough Dark Shocks and Level 3 Flares to wipe all three out before Double Surge Beam)....unfortunately, it seems one of the targets I was Dark Shocking was the Guardian, and not a Launcher, so once Wave Cannon and a Launcher died, the other Aged me :|. I'll need to aim properly this time.
Also, since I don't need to boost elements anymore, I opted to wield the Chicken Knife for the agility boost.

Which is appropriate, given this is a Soul Cannon based battle :P
Shell from the Wonder Wand to half the accuracy of the Valiant attacks?

Ooh, hadn't thought of that. Actually, don't even need that, Blue Mage has Mighty Guard :P.
Also, noticed that the Guardian reviving Wave Cannon DOESN'T restore WC's level, meaning he's still prime bait for Level 3 Flare and I can continue blasting the two. As long as Encircle doesn't do anything too bad, once the Launchers are down this fight doesn't seem that tough....or not, as Wave Cannon fires his beams off very quickly after reviving.

Nevermind, I found the problem. When Guardian revives the Wave Cannon, the Wave Cannon picks it's battle script up from where it left off....this is going to be a problem.

So Guardian has to die before he reaches that stage. Do you know how far along he is in the routine when he dies? Can you re kill Wave Cannon before it Surge Beams?

Wave Cannon gets to around....

...there before he dies by my estimate(he started on BLASTING SHIELD: ACTIVATED on my last few runs) if I manage to land the first three Dark Shocks without fail. And then it takes about 5 Level 3 Flares to kill him, though with a better helmet I might be able to drop it to 4 which'll help.
And Guardian makes two attacks before he can revive Wave Cannon(any further and I risk him reviving the Launchers too).
And annoyingly, this is another case where leveling doesn't help much, considering the biggest threats here are...
Double Surge Beam=Deals 100% of max health. Once this goes off I lose.
Encircle=Instant Game Over
Valiant Attack=For the Old status
Rocket Punch=Rarely, but confuse is killer here.
Mustard Bomb can be a problem, but I've only been killed by it once.
Unfortunately actually keeping Guardian from reaching that point is difficult since he's fast and the WC revive trigger is two rounds into his script. All parts of Wave Cannon are also immune to anything useful, so my only way of delaying them is Level 2 Olding them....which means I can't use Level 3 Flare on them anymore.
This is definitely a difficult puzzle.
There;s always the out Rathma used and going Freelancer with Blue Magic ability, which'll definitely help things, though saving that for a last resort.

How close are you to another attack multiplier? The added bulk may not help, but if you can kill him faster that obviously will. It seems even one attack quicker will make the difference. Can Aegis Shield block Surge Beam?

If it can, I've never seen it do it, so I'm operating under the assumption it can't. And if I did the math right, it looks to be..about another 4 levels till my net multiplier for Flare. EH, it's worth a shot. I'll go do some powerleveling in the arena area(those Satanas give some great exp, and not to difficult to kill either).

Yeah power-levelling in the bonus dungeon isn't exactly a difficult task, you may as well if it helps. He takes 13 actions to fire, you're getting your first kill on the 7th. If you were a little faster, you could probably get a second kill. That means 5k a hit... So probably quite a bit of levelling. Still, it's an option.
Also I just spotted that you discounted the Bone Mail for healing purposes; If memory serves casting Vampire on yourself is always a full heal; Bone Mail or no.
