Not certain what the third word is, maybe capital (commonwealths have them)? I don't know enough about Germany to say whether Berlin has some connection.

Is Australia a Commonwealth? Or was it when it was still a penal colony? But I agree on Mass and I thought of Capital as well. It might also be to specifically steer us away from Queen.

I have no idea if Australia itself is a commonwealth, but I'm pretty sure it's part of some sort of nominal British Commonwealth, among with the Virgin Islands & other former colonies.

Also yeah, I think we've got "commonwealth" instead of "state" specifically to avoid cluing Queen.

I think commonwealth is to clue queen specifically. Aren't Canada and Australia specifically called commonwealth countries since they still have the queen as nominal head of state? They're definitely called SOMETHING, do I have the wrong name?

I suppose that's right, but surely "commonwealth" is there instead of the more obvious "state" to avoid the "head of state" association from queen, right? Unless Dave thought we wouldn't figure out Mass otherwise?
