Question for clarification: Does a NAP preclude the use of a great artist to create a great work in a bordering city? If so, does it make a difference whether it has mainly military implications (control of critical tiles for sake of movement) or mainly economic implications (control of tiles for the yield)? If yes to both, should any other cultural measures also be banned?
