Well, with slow poised to attack scoopin, and (maybe) serdoa and commodore well positioned to assist with carving them up if they desire a few more cities, I could see Zulundia falling before Xenu.

I don't think serdoa will attack scooter - he can't keep any cities unless he also kills space, which he doesn't see happening.
I agree zulu could die first.

Commodore seems to have a really good idea to dominate the seas, especially since he seems to be bee-lining for Chemistry right now. And he's focused like no other, and I can't imagine he isn't drooling over all that land just to his east and the rest of the islands to complete his quest, while Zulu is barely focused on him at all...

Well why would zulu be worried about Commodore? He's "projecting a tranquil border" and those are always trustworthy.

They're not worried about him, because they know if he wants the land he can take it.
Sometimes in these games you've just got to gamble, and Scoopin have gambled that Commodore will leave them alone.

Furthermore, Commodore probably gets a fair amount of value in having scoopin in between him and slowcheetah. If slowcheetah tries to make a move on Zululand, Commodore is in a position to take a bite at his backlines.
