It won't hook up to the capital without sailing though, as most of the river is outside their borders. They could settle enoug of the coast to form a trade link though. But yes, they can hook it in their second city without roads or settling on it, as the only player.

Why did they pindi/krill not settler om copper if they were worried about a rush? It is a better city than their second city with: 2 extra hammers immediately, 1 turn earlier plant, unpillage copper in a hill city behind a river, needs less worker labour when they are short on that. Going for a third food resource in second ring seems counterproductive.

i been testing some starts and lets say if picked greece, I would have started WB 1st and grown the cap to 5 because you need every commerce for the expensive techs at emperor difficulty.
EDIT: noticed that some starts have fish and dry wheat which changes things but I would have gone Agri/wheel for sure with pindi and mjmd start Youtube Channel Twitch aka Mistoltin
Worker 1st with hunt/fish and that start is poor. After you improve the wheat what now? You wont have AH in time because of tech cost. Mine the single hill? Better to get sea commerce while building worker so you can research agri and AH in time. Of course they could have avoided all this with much better starting techs
