With regards to scouting, I guess there's no rush to get a full set of contacts since there's no known tech discount until we get Writing (is that correct?). So we just need somebody to spend EPs on, and we can scout breadth-first to figure out where we need to prioritize settling (and pillaging).

Some very nice land in the east. I guess this normal for Torusland script so presumably this is quite normal. That hamlet spot would make excellent city that doesn't even require border pop to become very useful. Bit far for a 2nd city though.
