My 2 cents on the German team:
I am absolutely stumped by their slow response and negligence with respect to prompt replies.
For example they have a message sitting in their inbox and are happily moving their contact unit two turns without replying. Also I poke two of their main players about it and get zero response.
This is not a special German thing, this is just sloppy don't-care diplo. I was giving them the benefit of the doubt about always playing their turn the last. But I am more and more convinced this is just don't care attitude.
To me this equals Imperio in the Apolyton game.
Keep in mind, I have zero experience with that community.

We know for a fact that this isn't the case. It's (5,0) from our capital. Even if the borders we see for them in the fog are their capital's third ring, it would be (7,3) away! And, given we know they've settled more cities, and have terraces to boot, it seems unlikely that those are their capital borders.

The proposed city site is (5,0) from our capital, which we moved 1N, so effectively (6,0) from a mapmaking perspective. And the gems are further away - (7,1) from our capital, and (8,1) from our start.
And it's the gems that are and will be the point of contention. And even if the city is first or first-and-a-half ring for us, who cares? Diplo disputes have come from lesser things.
M_H: point well taken. Their behaviour simply doesn't fit with my experience working with Germans, and my limited reading of their forum before this game.
Furthermore, I consider that forum views should be fluid in width

I'm fine with gifting Spices, less so with gpt. The former is an offer of patronage, we intend to be the senior partner, the latter is a sign of weakness.
Of course, to get the patronage down right, we need some way of steering them towards a target. We intend to own WPC's land, so preferably not them.

Or - and this is simply a theory - the pre-game brouhaha managed to drive away the top players of almost every team in disgust.
Which would help explain the weak openings from the Germans, the Spanish, CivFr, and CFC. The only openings I think that has been good are CivPlayers and Apolyton, so far.

Technically, this is a good thing for us though. We have a NAP in place with them, not a settling agreement. If they're this slow on the diplomacy, chances are good that we can settle the gems city without any real trouble.

A city placed southwest of the bananas would be one tile outside our current borders, and first-ring to our capital. It is not aggressive in the least. I see no reason to apologize or make concessions for doing what every team in the game is doing, expanding their civ. Our proposed spot is not some crazy act of Pink Dot aggression. If they want the gems, they should settle there before we do.
I'm definitely on board with trying to make friends and allies, I simply don't think that offering concessions and apologies - when we haven't acted aggressively and have done nothing wrong - is the best way to do that. If anything, it would make me suspicious of a team trying to hide a guilty conscience.

It says something about how paranoid we are in light of our score lead that we wonder if something so routine is aggressive!

I agree wholeheartedly with the above statements.
