I don't think I can play tonight as it's after midnight here (and I'm not sure I want to stay up past my bedtime for a situation that is this hopeless-looking) but a quick response:
We were second in power until this turn. But from looking at the save it seems both other teams passed us on this last interturn, and now we are fourth. So the other teams see the reality of the situation and are crash-building ships (or in Banzai's case RNDs which give free ships), and likely all four teams are very similar in power, which means I spoke too soon when I said thrawn's power was more than everyone else put together - it's just 2/3 of everyone else put together
Are there 4 longships? I only see one in the save, plus the one we know is attacking Mogadishu, but maybe I missed some.
We do have some ships that can stand up to thrawn's on a one for one basis - next turn I will have 3 promoted galleys that get decent odds:

If we can make as many of these as possible I think we can at least hold our cities for a while, and maybe contest Hong Kong. I will get Victor established in the capital in the next 10t and then start pumping promoted galleys forever, although admittedly that is a little slower than I would have hoped...
They do have support bonuses unlocked to tilt things in their favor (and maybe we should swap to military tradition ourselves). But that's not all bad as it means they are still 3 civics from Oligarchy, not just 2 as I feared, and if they beat me there it won't be by too much.
I think I probably owe you an apology for this one as I think I'm most responsible for the mistakes that got our team in this position. I kinda expected thrawn would snowball like this but I chose to race Chevalier for a religion and then build 1.5 shrines - if I had made 3-4 more of these Japan galleys instead we would have a decent shot at taking Hong Kong and a much better chance of holding them off... Other than that though, I'd love to hear what you think we should have done differently in this game - do you think civ picks were the issue? Or maybe the early barb camp activation that blocked us from finding Hong Kong early? I feel like we both went pretty far in on making early ships and rushing city states, but it looks like we didn't do anywhere even close to enough of that to be remotely competitive... Is the answer just that with thrawn's Norway in the game, nobody can ever build anything besides ships from the beginning of the game until they are defeated? If so that seems very overcentralizing to me...
I do think a global coalition against thrawn has a chance, though probably no more than a 5% one, given that the others are comparable to us in milpower. And I am also hesitant to concede this early just on principle. However, if all other teams have conceded and you also think the situation is hopeless, I won't keep the game going either
