Can religions actually spread from barb-controlled holy cities/shrines?

My gut would say no, but I think it might be possible. It well should be possible on face value, except that Barbarians are set to always at war.

I didnt expect the city to be under barb control for long. When it is captured religions start spreading chaotically giving significant profit to its current owner. I only wanted to mention that it is not allowed to raze it.

This will motivate people to start medieval wars and crusades or rush to 3 other available religions. It is gonna be fun!

I think the crusades solution to religion will maximise fun so I'm all for it. 4 different cities is probably good to avoid it being to swingy.

If we want decent barbarians we should make sure they start with archery and play on immortal or emperor.

I guess the holy city thing is fine, as long as all players are roughly equidistant to it I guess. Some kind of wheel/hub/square map? We could set the Choose Religions option and then put Judaism/Christianity/Islam in the city.

I'd also like to suggest an additional rule in that case: the AP is only buildable by someone with control of the barbarian Holy City. (or it could just be banned)

As it stands, whoever researches Theology first would have pretty much an uncontested lock on it as there's no other easily accessible religions available except for Philosophy, which would require an additional bulb.

Making barbarians competative is way hard to implement. I expected them to be presented with just 1 city with minimum garnison, and pass holy city to human control as soon as possible. Well I guess it is good if it can resist 1 chariot but it must be not hard to take in general.

Not really. Theology is not on the primary path and if you go for it you get Machinery, Engineering, Civil Serivce, Feudalism and Guilds later. If as I say barb city fall early everyone has a chance for AP even those who get lucky religion spread but not control multi-shrine.
