You can use the cube to your advantage in your seach, and guarantee that you get the three holed wonder you so desire.
Step 1: Find a cracked/crude phase blade
Step 2: Cube it to a normal phase blade using eld+chipped gem +item. This sets ilvl to 1
Step 3: Take normal quality weapon to larzuk. A phase blade with ilvl = 1-25 has a maximum of 3 sockets. Larzuk always gives max sockets, so...voila...your 3-hole phase blade.
Otherwise cubing normal phase blades with ral-amn-pamethyst will give 1/6 chance for 3 holes.
The only thing I cannot confirm is whether cracked/crude phase blades spawn....
