Actually that give horse and corn first ring copper second, which is quite good. Though it does lose a forest by settling on it.

Okay, that was the last "easy" turn before we need some decisions. Joao, okay, he's easy; insanely fast settler for Violet, then question is growth vs. worker vs. settler. He can settle in a line for the horse/corn/copper spot, by the way.
Bristlecone and Darius have more options. Pretty timing first of all; we're now size three with three improved tiles, and can 6(5) turn a settler (chopping to speed, most likely). OR, this is neat; we can grow to size 4 in three turns, the fourth citizen then able to work the rice farm on the turn he's alive...one pop gained, at the loss of two turns on the settler. But that can snowball into a "free" whip, as we revolt when the settler is enroute, and can then whip away the fish just as the new city picks it up.
Please note; this is stronger only if we have something we need to whip; otherwise, it's strictly worse.

Wait we don't have agr yet so we can't get the rice farmed for the 4th pop, so that option is out the window right?

So easy decision, start a settler and chop a tree into it, slavery swap when settler moves and farm the rice after the tree chop since we'll have agr then. Yeah?
Wait why is there a worker on the hill S of the wheat for Joao? Mine? then farm? Would we have gotten better yield from chopping into a second settler right away? or mining the gems instead? In any case now that the worker is on the hill it should mine anyway and then farm the wheat, I'm just curious how soon you think we'll be using that mine since we'll be working the gems more likely and growing Joao slowly. Though I suppose Violet might work that mine when it grows to 2 after working the wheat.

The PH north of the wheat that also shares the gems with the cap looks tasty for joao. Has a good amount of forests and a few hills with wet wheat in the first ring. I really like that for a Joao 3rd city maybe. Depends on if we want to have Joao's second settler go to darius first.
How long does it take to grow Joao's cap to 3? I think its possible we may want to hold off growing the cap until the wheat is online so we can grow it to 3 quickly and then churn out 3t workers (which can do now if we get 1H overflow form anything) and 4t settlers. And maybe that city never grows past 3 for a while... no point in stopping the flow of workers and settlers from it since it will feed two nations. Yes?
