Most probably made a mistake trying to react to this situation. I whipped into an axe an oasis tile in the nearby city to have three axes ready for attack for a guaranteed kill. Not only I could make this whip one turn later but he would most probably register my power jump and adjust his disposition. So, this axe wouldn't be of any use. Really, poor decision-making on my part here.

Actually, I really suffer from lack of granaries in this game. The reason for this is delayed pottery which happened because of terrible starting techs. As a result, I have quite a few times whipped cities down from 4 pop to 2 without a granary and these cities are a real pain to regrow. Ultimate result of this is fewer cottages worked which will slow down my economy significantly. I want to try to go for Confu but I'm pretty skeptical about my ability to get it. This wipped oasis might become more important than it seems.

The idea with worker steal didn't work as I somehow miscalculated time they will need to improve the tile.
I've decided on my strategy now. I'll go to Writing through Priesthood and then to CoL techwise. I will generate a scientist for Academy from the capital before T100 and then will try to take a fast second GP by runnign three specs in Lithium (the third will be spy from the altar). This GP will be used for golden age to jump into OrgRel, Monarchy and Bureaucracy.
After that it will depend. I can get maces fast but I doubt that it will be enough to go to kill Gaspar. Most possibly I'll have to wait until knights.

Gaspar is making gains now. I was unable to deny him this city, though I spotted his worker building a road towards it and sent an axe to try to do something. But Gaspar has brought a lot of stuff and I had to back out. Also, he has built a really-really late Oracle (really, shame on you, other players). I assume he took MC and will now spam Forges. And yes, he got his horses connected, so I now have to watch out for chariots.
In other news, Mikehendi is doing surprisingly well. He leveraged Elizabeth wisely and got a really early Academy. As a result, his GNP has broken 100 before T75. Actually, I'm happy to see that - we need another runaway to balance out Seven.

Why now? Well, because I want to settle this city in a couple turns:

Note to self: will need to switch it to a spear at T79 to enable 2-pop whip from 5 pop (no way to gain less than five hammers at 4 pop without a waste).

I don't know what Gaspar is going to do with this settler but no way in hell I will allow him to settle somewhere north. I mean it - I have a lot of stuff around.
I decided to bring an axe to the forested hill, in addition to an archer and a chariot. Most probably I wouldn't move to pillage pigs as he can have a chariot in the fog and I don't have anything what would have good chances against it on flat ground. But I hope to through his micro off by threatening to do it.

(Btw, Gaspar is playing a really strange game here. At no point after initial scout I saw his scouting units near my territory. AFAIK, he has no visibility of any of my city centers except capital, doesn't know the location of any of my cities except the capital and the city near his border. He is playing almost completely in the dark. By contrast, I know, at least approximately, the location of all of his cities and have visibility of all his city centers but one. Lack of resources is hardly an excuse for him as he has power rating close to mine.
That is why he got into current situation which should be pretty unpleasant for him.)

Can anyone explain how is it that I can build workboat in this city but can't build a Lighthouse? I thought, they are checking for same conditions...
