Is anyone missing any of the DLC civs?
Also, I'd lean towards civs taken in previous PBEMs being banned, just because it will make the picks a bit more interesting.
That'd rule out...

That's 15 civs - over a third of all the civs in the game - too much I think. If we go with a pick, I would only buy the civs from PBEM3 - the BNW one. BNW is suficiently different to not ban other previously used civs. Also, I think it was decided to ban Assyria for PBEM3?
I would prefer random civs with 2 or 3 mulligans. But If everyone would rather pick the leaders, that's fine too
I have the Complete edition, so should have all DLC
I PMed Nicolae, but do not have a reply so far. If he doesn't answer, is there anyone else who can volunteer as a map maker? Meiz? Rowain?
I presume it's small map, quick speed? Any other settings we need to discuss?

I won't be able to play. I started a Civ 5 game last night and my notebook couldn't handle it (it restarts while the game is going). That was the first turns only and things will probably get worse later. I'm not planning to try to fix it or buy a new one, so it's better if I pass on this game.

I think the Complete edition doesn't have some of the DLC, but I can't remember off the top of my head what specifically it's missing.
From memory for PBEM 3 we banned the Huns, not Assyria. I think we would need to ban Arabia and probably Mongolia and the Huns if not just banning all previously used civs. Might be able to get away with banning the use of a hut popped Battering Ram on a human player for the Huns, but I'm not sure just how powerful they are in general against non-AI defenses.
I'd rather pick because Civ 5 civs are wildly different from each other and aren't exactly balanced IMO.

Complete Edition should have everything. The old Gold Edition was the one with missing DLC's.
Banning Assyria and Huns (and maybe even Mayans) would be done to reduce early rushes.
If you want to ban OP civs, civs like Arabia, Babylon, Korea, Poland and Mayans would be good choices.

I agree with Yuris on random civs with a few mulligans, plus an auto-redraw if you get anyone on our ban list.
Were the rules in the last PBEM satisfactory? Banning DF and maybe making sure the starts are balanced enough that you can't get a ridiculous amount of free faith/culture from a Pantheon (like gems/pearls heavy or something).
