Good question...I suppose if Ruff builds 15 Spies per turn and generates enough EPs there isn't much Dreylin can do. A smart strategy might be to have 6 or 7 cities going for culture, making it much tougher to slow them all down. For Ruff, there's nothing you can do about having to run to the end of the tech tree, build a bunch of expensive projects, and twiddle your thumbs while waiting for the stupid space ship to get there
