Moving along :-) Ichabods jumped from 48 to ~ 64 which makes me believe he adopted Meritocracy (+1 for each district) he also completed his 20 civics and is now on par with Bacchus while still leading in

Bacchus switched into Theocracy which menas he can now buy Units with faith

Sadly the DoF runs out in 4 turns. While I do think he will stay friendly with me the situation is dangerous until the DoF is renewed.

I declined again. I don't want him to have Open Borders and full visibility on my lands. Not to mention that he would gain a lot of tourism this way too.
