Summons should take care of high-cost unit deficiencies. 750 or 800 is easy to achieve for almost every race.

Halberdiers granting 4 unrest I wouldn't think is a requirement. They are decent, but not the best units.

What's a better unit for klackons?

Similarly, if halflings only have to build a fighters guild (because they have nothing better) why should orcs be required to make a fantastic stable to be able to match the unrest?

And I don't think economy by race is in question. So saying something like this race needs to build a much more expensive building and then build much higher maintenance units in order to achieve the same economy compared to another race that they do today would mean all the racial economies get thrown out of whack, so they'd need to be rebalanced based on the new requirements. 

Incidentally I do think it's utterly silly to base the cost on halberdiers, that's just the only universally available cost that doesn't require new buildings for at least one race.

And requiring summons for life would mean guardian spirits. Which isn't feasible, particularly for the AI. And unicorns simply aren't guaranteed, so you couldn't rely on that. So you can't base it on summons either, because 8 life books and less than 2 books in all other realms, plus klackons as a race, is a real possibility.

I dislike this idea - it's unintuitive and unnecessarily complex. It would take tons of UI work to clarify it even the slightest bit. Fixing unhurtable doomstacks fixes the cheap garrisoning problem as well.

Life has Stream of Life - they already have the upper hand in unrest reduction.
Guardian Spirits might sound silly but having one per city isn't a bad deal due to the provided resistance bonus which stacks with your Prayer and Heavenly Light.
Unicorns can definitely be guaranteed if you play 5 or more life although Stream of Life is clearly better.

However my stance that it's not transparent and overly complex remains.

Right but I'm talking ai. Maybe unicorns are guaranteed, I don't remember, but that still forces the AI to be much better about summoning garrisons than it currently is. And the AI can't only summon 1 guardian spirit.

I also dislike the idea, but if people make suggestions, I'll keep responding.

Oh the AI. The AI is dumb at setting taxes and managing unrest anyway. This is the least of the problem there, but it's true the system is only partially AI friendly. It does reward the AI for their effort of having rare creatures by enabling the 5th unrest reduction, but in exchange they might miss out on some in the earlier stages of the game.

Nelphine, stag beetles are much better overall than halbs if only for the resistance, in my opinion.

Agreed. But when the AI is making a garrison, particularly a life AI who doesn't have a lot of summons, halberdiers buff much better than stag beetle, and stag beetles are practically mandatory for the AI to attack with. So halberdiers need to be reasonable as unrest garrisons because klackon AI are going to build them, and can't use them as offense. And if a life buff player builds them, halberdiers are generally far superior once they have even a few buffs and bless.
