Thought process on why and target?

Target is pretty clear for Spiritual; we want Monarchy for Serfdom, something that will definitely aid the snowball with all these forests. Hereditary Rule is okay I guess, but wines nearby will also help, and Spi/Chm really wants to get an early Feudalism too, to allow cycles of Theocracy/Vassalage and double-promoted units for "free".

Why is a mixture of factors. Capital marble makes it cheaper, and Masonry was an early given anyway because we want OR soon. Great Prophets are extremely desirable, want at least two, probably three early on, for shrine, Theology, and then probably Divine Right and/or Philosophy. Spiritual Stuff, basically.

I had to weave in Archery, the barbarian archers can be defensively handled by warriors, but spears and axes are coming soon. Warrior there is rally relying on the deterministic combat, he's at 3.3 vs the archer's 3.
