Discounted settlers that all pop their borders are great. I'm going to scout with the settlers a bit, too, although the corn/pig spot north that shares the horse with Terrible Capital works.
I LOVE being Catherine of Persia. After the scarring experiences with the Classical barb swarms in both 80 and 82, I can't think of a better leader/civ to handle them with horses at the capital.

What exactly do you do with that much dry plains? Farm the bits you can? Cottage it? Ignore it and just keep whipping back to size 3?
