I do not see a good spot either. You may want to drop your aqueduct / IZ plan and move the Behemoth triangle to the space between your cities. Aqueducts suck and you need the housing even less here. Far less investment and it leaves you with much better tile yields too.

Yeah, I was thinking about IZ + Aqueduct too much. I think I like that because it's simple and I've never quite wrapped my head around optimal district layouts. I also didn't consider multiple Mbanza adjacencies for the Commercial Hubs & Theater Districts, which is a shame because I could have had a very nice setup if I had just put my capital's Com Hub on top of the rice. Revised plan: No Mbanza bonus for the capital's commercial hub this way but I figure I make up for it by doubling up the bonus for Behemoth's. I also slightly adjusted Surfcaster to preserve production there at the expense of paving over the last wheat. Some other points to attend to:
I also want to get 2 more settlers out as soon as I can, to push my expansion east before Yuri gets there. I'm thinking in the capital I finish the Commercial Hub, build the Gov Plaza, then go straight to settler production.

I like that dotmap much better. You can eventually lumbermill (best production provider in game for just one builder charge) those hills in Behemoth. Also if capital grows big enough you can build an IZ on the rice and a campus next to it which both will be +4. And obviously Surfcaster needs a harbor for a lighthouse with 2 housing, which is also better the way you set it up now because your CD will become +7. I would buy the granary I think. That city has so many juicy tiles.
I always forget to switch research or stop building workers before the +2 charge card is in place. I almost never reloaded before civ6 but the game just forces me to. Not an option in MP. Are barbarians off?
No barbarians. I actually don't remember what we agreed on, but there hasn't been a camp all game so I think it's safe to say they're off.
One more gold note: I'm going to need 60g to buy the Gov Plaza tile and 90g to buy the horse tile, so I won't be able to buy a granary for another 6-7 turns.

Hmm, apart from not getting the eureka's you are also not going to find much artifacts in your territory. Or elsewhere, barb camps respawn when cleared so the rest is also not fighting much. Could be a reason to start killing some city state units once you have some units. OTOH, that is a long way in the future.
