Decided I'll go with Sury as my first choice. I think FIN was hit a little bit too hard by nerfs, it was turned into a mid- lategame trait. But I strongly suspect that it would actually be worse than ORG as such.
New Protective is strong. +75% to domestic trade routes is +2 commerce per city out of early game in most circumstances. So, let us say you have 16 cities by T120. You will have +32 gpt which is a fucking lot. Of course, 40 turns later the bonus becomes mostly irrelevant but still - it is strong. Not strong enough, of course, for PRO to be in the first pick, so IDK what Jowy is smoking...
On the other hand - is this a multiplicative bonus? If yes, then Jowy's pick might even be not stupid... I plan to take Egypt as the second pick. Will go for some shameless powergaming this time, want to try to win for a change. India is gone, Inca got nerfed. Other strong options are Zulu, Byzantium, Mongols...

I don't exactly understand, what you mean with multiplicative. It works in the same way a harbor works, just only for domestic trade.
