That is interesting. forest ivory gives 2 food, 3 hammers and a commerce.
It's not a great financial start, though it's not horrible - the crab is good and there are 4 riverside grass sites, plus lots of other green.
I'm thinking Hannibal, maybe. The barbs will help with improvements.

Thestick kicked my ass in 35 - expansive is a little nerfed in this format, though less so than in 34 (24x24 has space for several more cities and slightly less)
Pacal is a fine pick - cheap workers and granaries. No harbors is a weakness.
Hannibal is fine - financial is strong and charismatic helps both happy and warfare.
Huanya is interesting, but I just did an industrious leader in 34s.
Ragnar is interesting, but again, no drydocks.
Darius gives us great finances on a tight map.
I think I will go Hannibal.

So, Hannibal.
For a Civ, I'll go either Egypt or Mongolia - with mongolia, I can kick out 3 promo HA with Theo, which is nice.
My thoughts are, depending on what happens, to hit barbs early and to spend some time sniping at my opponents, attempting to get a GG. That GG will be either be used to give a lot of units a 2nd promo, or, perhaps, a 3rd.
Egypt is probably better than Mongolia - WC are almost as good, but 2/3 the cost, which is good.
