I don't have the ability to open civ right now, I will try and look tomorrow morning if I have time. From my understanding of the strategic situation Yuri is a natural ally vs scooter, but he might be too far behind to influence such a war. If he is that far behind in tech we might as well set him further back and look for another player to ally vs scooter with. If he is more even in tech I would not anger him over a small city.

The problem is that if he keeps it, any troop transports he places there threatens three different cities simultaneously, including the nice lakefish one.

Scooter offering Dye for Silk. We have 1 of each so it's some kind of diplo message?

Dye and Silk aren't necessarily interchangeable. Dye gives a happy for theaters and Silk for markets. Scooter is PRO so he might want the market happy
