If we're not going to get rifling before invading Arki, I don't think it's worth beelining. We're planning for the war to be very quick; we'll be capturing his capital four turns after the war starts. Getting rifling after that doesn't make sense: we'll be in the mop-up phase of the war and we have NAPS with Eggheads and Catbandit. I think trying to get rifling before the war starts and mass upgrading cuirs is a valid strategy, depending on how many cuirs we'll be able to build.
I also really like getting constitution for the merc+rep combo, but what about we continue on to democracy before heading for rifles? It may also be worth picking up optics along the way to win the circumnav race. Anyway, once we get democracy, we trigger the 3-man GA switch into bureaucracy to knock out the SoL in Vendemaire and end in our final civics.

I think this is the truth. As usual, I get attached to an idea ("We need Rifling", "We don't have Marble") and I'm a little slow to adapt. It would be nice to have Cavalry for the war, but it's not necessary - and it's no good if we have sacrifice an anarchy-less revolution to Rep or delay the 2-person GA or delay the attack - we would have to do one of these things to get Cavalry for the war.
RE: democracy - we're not going to be able to get out 3GP's (1200 + 1400 +1600GPP) in a reasonable time frame - it's also tough to get three different types. I kind of assigned the 3-person to the modern era. Also, I don't think we'll have the towns for a revolt to final civics until ~t190, maybe? I'm not sure a ~25T build on the SoL by itself is worth the tech investment.
If we don't have to worry about Eggheads, ignore Rifling and go Astronomy->Steel? Unlock observatories, and there's enough space in the fog that we might be able to colonize a bunch of small islands, and cannons deployed on a 5-move convoy system would be nice. Actual surprise attacks are good too.
What about we delay rifling even more and research to scientific method for physics and communism? That gives us 2 free great people, so it'll be easy to trigger another GA. There's no sense in saving GA's; we'll be looking to force a concession before we can get to the modern era.

sorry - I mean like the modern era in history - the scientific revolution - the industrial era in civ?
The barebones outline would be:
with gold saved so that we can use, say Archery, to get a couple more turns of monk and then rush directly through SciMeth to Communism. Ideally, Communism hitting ~t190.
Well, we need to fit engineering, chemistry, compass, constitution, optics and education in there somewhere, but yeah that looks good. We won't even need drafting with a fully powered workshop economy and a huge tech advantage.
I would be in favor of a preemptive strike on Yossadron after astronomy. Their war with Bow-avi is going pretty well for them and there are lots of weak teams in the south for them to conquer.

I was counting all of those except for constitution in the 26000. You're right, pretty handwavy though. Re: Yossadorn - they seem to be really far behind in tech - I think they are invading with construction only(?!)
