I kind of doubt they have 9 grenadiers, but without having a save stack to inspect it's hard to say. I don't think they've been doing a lot of upgrades. But yeah, upgraded berserkers are a dangerous threat, in general.

I guess moving the frigate makes sense, since it's unlikely that they'll let their plans be diverted just to chase down a lone frigate, anyway. The galleon is probably safer in the city.

Should we consider spending the great general next turn, to gain 10 level 2 promotions? We can advance 10 units with 3XP, attach the GG, and then follow with the remainder of our stack. And we can't make that move once we're in the hills. Or actually, we can, if we move everything except 10 units, and then attach the GG before moving those. But we can't easily use the GG for XP sprinkling once we're at the city gates. So it has to be either next turn, or the one after that.

And if they are hitting us, they may decide to do so before we reach the hills.

Definately works. Attach should be done to Cav - 3 move one is very useful e.g. in pillaging duty. Not sure we've any Cav with 3exp though.

Attach to the non-GG chariot, perhaps, for a free upgrade.

Hm, I guess we can't upgrade the chariot in hostile territory, but maybe it's a good choice regardless.
