You know, the more I think about it, the more I see my current approach to be 'try it again harder'. Maybe my situation is a result of going the wrong path, not just insufficient dedication to my path
Unfortunately, the only obvious shortcomings I see in my approach were overgrowing Captain Crunch and building an Elder Council instead of a worker. And possibly prioritizing the workboats ahead of the workers. I can't think of anything that would be more valuable than workers, settlers, and workboats at this point.
Dave, you're right that I can get away with fewer workers than a normal civ, but I think I'm still behind there, too, with only 1 at the moment. Especially with a lot of my land buried under jungle, I need at least 2 more workers before my next settler.

There's a wolf sitting on the site for copper city. Hopefully he moves by the time my warriors march up to him.
In other news, Phoenix's mine finished, cutting the time to monument to 9 turns, and therefore the time to culture expansion to 12. I think I'm going to have to build workboats in Captain Crunch after the warriors and then the worker, to make sure I have the workboats in place when the borders pop.

I haven't run into this situation before in FFH - are sea monsters that common? In my experience I see a lot of turtles and very rarely a serpent, and turtles can only slow me.
Plus, I haven't seen any in this game so far. If it's going to be a bigger risk, though, I could plan to build boats locally and accept the delay.

The wolf suicided on my warrior, so the coast is clear! Should get into position for copper next turn, and found the turn after that.
Still planning to build work boats in Captain Crunch starting next turn, unless you meant that warning seriously, Dave.

It's been a while since I've posted an screenshot, so here ya go. Highlights - Calendar came in, and I started on Sailing; my settler and escort are in position for Phiber Optik to found next turn, and Captain Crunch is currently planning two work boats and 2 workers in the next 6 turns. After that, I think it'll be settler time again. Right now, I think the next logical cities are city6 and the Mirror site.
Also, a PBEM2 spoiler

Alright, I'm now up to three cities! My first workboat for Phoenix completed and is on its way, so sea monsters spotted yet. Worker's on his way to Phiber Optik to farm the corn and mine the copper, and things are in general looking up.
Well, except that the number 1 GNP is 81, to my 41. That scares me and makes me believe I'm still way behind. Going to have to keep focus on expansion uber alles.

Nothing much this turn, everything's a turn closer. Starting to think about what makes sense for the bigger picture techwise; I think I still need Animal Husbandry and possibly Hunting, then I should head for either Way of the Wicked or Corruption of Spirit to unlock Slavery and Ashen Veil, respectively. I'm also debating when it'll make sense to pick up Esus.
Slavery in particular would be very handy right now - I have food out the wazoo, so I'm inclined toward something like AH -> Hunting -> Philosophy -> Way of the Wicked -> Knowledge of the Ether -> Corruption of Spirit. I'll have to take some time today to look carefully at my status and make some decisions.

Still no sea monsters (keeping my fingers crossed). My second worker is approaching completion, after which I think I should go for a third, then back to settlers. That'll be about the point where Phoenix, at least, is capable of knocking out a couple warriors and work boats so that Captain Crunch can remain focused on making stuff with food.
And I don't know what I was thinking last time around - Way of the Wicked is a prereq for Corruption of Spirit, not a choice. I probably ought to pick up Education and Code of Laws before heading down the religious path, too; I'm thinking even as a seafarer, Agristograrianism is the way to go. Especially since I want to found the Mirror city soon, it could make the difference between all those floodplains being 3/0/1 and 3/0/4 - basically how the Malakim have managed their awesome GNP, I think.
I plan to end up with civics something like: Aristocracy/Sacrifice the Weak/Slavery/Agrarianism or Conquest/Undercouncil, which ought to give me a nice GNP and food surplus, with the ability to transform that surplus into production.

Turn 64 starts off frustratingly:
Not a lot going on elsewhere. The workboats keep not seeing any sea monsters as they circle toward Phoenix, Captain Crunch continues on its warrior, the two new cities continue their monuments. Phoenix is getting tantalizingly close to being a positive for my empire instead of an investment; I will probably have it build work boats for Phiber Optik and warriors for my next city escort while it grows up to the happiness cap (which should also increase when I get that cotton connected).
I think the Mirror city is my next best choice, after which I really ought to get some scouting going again to decide whether I push up the west or east coast. That should hopefully be easier to manage once I have bronze weapons in hand. If that takes too long to get meaningful information, then I'll just advance along both coasts. As much as I want Hunting to have my parrot scouts, I'm probably better served remaining in ignorance but with a faster growth curve.
Still debating my best tech path - I want all of Festivals, Trade, Deception, Hunting, Animal Husbandry, Education, Code of Laws, Philosophy, Way of the Wicked, Knowledge of the Ether, and Corruption of Spirit, and I want them all yesterday. At the moment, I'm leaning toward AH ->Education -> Code of Laws to start off that path, to get my GNP a boost and keep my workers busy; I don't want to tempt myself with buildings or hunters just yet when I should still be focusing on getting the next half dozen cities started.
Finally, an overview shot of the empire:
