I think you are joking, but I will respond as if you are not joking.
I'm wouldn't be worried about x-bows even if I saw someone have birthed a Great Engineer. If that certain someone was China, then that might a concern. Even then, with the tech cost scaling, Machinery is 1300 something beakers, so a GE wouldn't bulb all of it. He would still need to research about 300 beakers. Besides, x-bows require Iron to build, that's even more beaker requirement. Horse archers are just so much better.
Anyways it's turn 89 or something now. No war with Gavagai. We get Currency next turn, should be good.
I think I would go for Monarchy next, we are pretty much happiness strapped right now, and we have wines at the capital. Code of Laws after that with Priesthood bonus for it. HBR will be slotted in as needed.

Currency is in, judging by GNP, I don't think many people has it yet.
We got graphs on Zanth, he's not doing that well TBH. I can post the graphs if you guys wants to see them.

A little concerned that we are 30 food behind the leader. The people ahead of us is most likely to be Suttree and Retep, they both have early game traits and they haven't built any wonders as far as I know.

That's a good question that I did not consider.
He would be able to pillage one or two fish nets on our west coast. I will build a galley over there since we need one anyways. We can whip another one if we need it.
I was going to say that our open border deal would be beneficial enough for him that he wouldn't do that. But last turn we got a trade connection to Zanth through Gavagai, so our trade route commerce wouldn't be as valuable.
Not going to slack on military, that's for sure.

12th city:
Saber is building a workboat for the new city Chocolat, Chocolat is stealing the sheep for now.
We have a lead over both of our neighbours in land and pop:

As you can see, building wonders really slowed down both of our neighbours. We managed to make up for our lack of wonders somewhat by focusing on pure economic development. We will see which route is stronger.

GermanJojo took one of Suttree's cities.  If you remember, Suttree took a city off Joey earlier in the game. I guess Joey is now hitting back. Suttree did a lot of whips last 2 turns and I think that bumped us to 2nd in food.
I had to make an interesting decision this turn. We are now on turn 95 and our Great Scientist is due on turn 100. We have enough gold to 3 turn Monarchy.
So if we tech Monarchy now then we get it T98 and revolt into Hereditary Rule, and I will have workers in position to hook up the wines at our capital.
The other option is to save gold until the Great Scientist is done on T100, make an academy the same turn and turn on tech. This might be enough for us to 2 turn Monarchy. Revolt on turn 102.
Another option that is also interesting is to go for Code of Laws. We are Organized and Courthouses will soon be worth building in every city. We would also have a chance to found Confucianism.
Ultimately I opted to research Monarchy now. I think the extra happiness and the wine tile a few turns earlier will be worth more than the beakers we gain by waiting for the academy. (our capital now makes 35 base commerce per turn)
I have two more settlers coming out soon. 14 cities by turn 100 should become a reality.

I hear elaborate justifications for the real reason...Monarchy is on the One True Path. Code of Laws is not.

How many cities are at the their happy cap? He can easily chain research with the Academy. That should be enough for 2 more techs after Monarchy I think.
