If you plan war, plan on taking the half of the timer that makes sense with your schedules. If you find yourself deliberately waiting on someone so you can take the second half of the timer...you're being a jerk. Don't do it. Likewise, peacetime splits? Jerk move. Obviously, exceptions apply...*do* try and join your co-belligerents on their half of a split. Three-ways sound nice, but they're just complicated, slow, and unnecessary, requiring far too many pauses...
