[SPOILERS] Kaiser and TheArchduke are nice and friendly neighbours

Harbors are next on the plan after Sailing -> Irrigation (to get the next campus down at Angiers) into Celestial Navigation. The difficult part is state workforce, our GP is suboptimal but we want the civic for the governor tilte alone. Also delaying the GP too long is often a recipe for disaster.
Researching it gives us the 3 district which makes the discounts less attractive.
We basically go from 5/2 = 2 discounted districts per type down to 5/3 = 1 discounted per type. Constructing it and one Harbour cheaply, we are then at 7/4 and need to 1 full price district to get another harbour discounted. Every further researched tech makes it more difficult to get 2+ discounts until I have a good amount already built, so let us look at which districts we want:
- HS nearly everywhere if there is a river location
- Harbour everywhere
- Campus @TB (done in 2 turns), @Angiers (next, we need irrigation for it), Fort Krasia (the N) that should bring us a long way already
- Government Plaza @TB or @Miln to get better IZ, Governor title and AH?
- Encampment @Fort Krasia marked tile @Miln (on the desert hill to better control coastal South?)
- IZ @Miln and @TB for getting to decent production? Encampment buildings already help there
- Entertainment @unknown good spot to be identified
- Theatre late placements near @Miln and @TB possible but vulnerable
- Commercial Hubs ... avoid?

That would bring us to a rough(likely order):
- TB -> HS, Campus, Harbour, IZ -> 10 pop
- Miln -> HS, Harbour/Encampment, GP, IZ or Encampment/Harbour-> 10 pop
- Angiers -> HS, Campus, Harbour -> 7 pop
- Fort Krasia -> Campus/HS, HS/Campus, Encampment -> 7 pop
- Production city near TAD -> HS/Harbour, Harbour/HS, open -> 4 pop

Maybe the GP shifts to the better production captial?

Regarding canals, they can only be constructed on flat tiles, so those hills are out anyway. The grass forest 1st ring of your capital looks to be the only eligible tile on that particular land bridge.

Good News, TADs scouting efforts seem to bear fruit ba finding a 3rd city state.

Akkad gives us the important PP Inspiration, we now know where it is but it is gatekept by the difficult to get defensive tactics (its inspiration requires getting declared on). It looks like Pinagala with culture promotion is very necessary here to get as quickly as possible to PP.
I need to see its impact on my district discount strategy.

Here you see some of the prices/issues of the quick districts:
- our income has plummeted down to 3 and will go down to 2 next turn when the Campus finishes.
- TB is running out of tiles to work, we already have to work suboptimal 2Icon_Food1Icon_Production tiles but in 4 turns we will likely work the crab then until we get a better tile. 

I do not think it worthwile to spend money to buy one of the other tiles, however we should probably finish the Monument before starting ship production.
I will probably delay the eta of Foreign Trade for this purpose.

Next turn we can pick our pantheon and will cross the normal era threshold, so no Monasticism. Hopefully we will be able to pick river goddess.

This campus represents a 50% Icon_Science increase, I would like to get to Irrigation next, but I need to finish sailing first so I can get a Navy into the water myself.

We also were able to pick our pantheon, by reverse comparing, I came up with the following list:

LotRaM is confirmed for China, as we can already see it.
Russia is the strongest contender for Dance of the Aurora and will mean he definetively picks WE to leverage his Lavra adjacencies. However the combo is a little less wombo combo than Ichabods Brazil play in PBEM18.
Indonesia should have had the first pantheon actually and I agree that these two are trying to get to Jongs quickly so I guess it is one of the two Icon_Culture pantheons.

2 Pantheons still to pick, one of which is TAD, Fertility Rites and Divine Spark seem like decently general pantheons, though the snowball benefit from the extra builder is of a lower value as it is coming quite late already.
God of the Sea is a strong pick on this map, it will probably be the next pick I guess.

TAD was not telling me that Fort Krasia also has a nicely located Horse resource available to it. Despite the desolate terrain, its bew location maked this a good city and we should probably not delay settling it too much. It brings 3 new amenities into the fold which are quite important. Please have a look at the yield generation at the top of the screen.

This is the after River Goddess pick. TB is extatic until its next population growth comes. The net gain per turn is 1.2 Icon_Science 0.5 Icon_Culture 0.5 Icon_Gold 0.8 Icon_Production and 20% increased food at TB alone.
Miln and Angiers need two more amenities, 1 would help TB keeping its status until pop 7

Do you think we can push the ships back another ~15 turns to get two Settlers out?
If not, are we going for Production city or Fort Krasia first?

TAD spotted player borders, this almost certainly are the borders from Llubljana/Phoenicia so the team we really do not want as neighbors early game. I suggest we strongly consider delaying contacting them right now and rush conquering Akkad as a first line of defense.

Shall I get some boats in the water and send over to you?
I have switched over to the settler plan, but I can get to boats next turn, starting their production in 2 turns and probably going for 4 Galleys (~7 turns in Miln and TB each for 2 Galleys)

Akkad is on another continent btw, so another free trade route and Warrior for you.

Uncovering the land connection to TAD will take a bit longer than anticipated as there has spawned another barb camp for 50 gold on our island. My Warrior will take care of it before proceeding to scout the remaining part of our island

And Pingala completes the picture by giving us another whopping 1.5 Icon_Science, this is comparable to 2 pop in our cities.

Here is how TAD avoided Phoenicia, there seems to be some more land to the NW you can scout until you can conquer BB and consider moving units towards Akkad.

Here is my EoT screenshot, you see Norway uncomfortably close to Miln. In danger are Miln (quarry and pasture) as well as the more important Campus at EM. Picking Norway in this game means you want to pillage, so I fully expect him to move in position next turn (I think naval raiding costs 3 movement points, right?) to then pillage one of my tiles down here. I think he can pillage tiles which are on cliffs, right?
He has the choice between going for the quarry/horse for Icon_Faith and Icon_Culture and rushing to the to him yet unknown Campus to pillage it for Icon_Science and cripple me heavily.

At least we will get the Defensive Tactics Inspiration worth 45Icon_Culture and thus are a step closer to PP.

Sailing and boats it is, 5-6 turns to the first wave of 2 Galleys it is.
My Slinger is rushing down to occupy the Campus, but it will come late if he decides to bee-line it. Our Worker's transit to Angiers is in danger as well but loosing a 1 charge builder is less significant than getting the Campus pillaged, it should be able to buy just enough time for the Slinger to protect the Campus.

2 Amenities connected but more importantly, a Harbour in the build queue. This looks a lot like a play for an early GA to support an attack.

Assumed population:
Phoenicia - 18 empire = 2* 5 cities + 2* 1 Monument + 6 Population
Norway - 20 empire = 2* 5 cities + 1-2* 1 Monument + 7-8 Population

Please look at their yields, they are running very good in culture and science compared to us which is bad news:
culture
- both are a city down on us
- both are at 4 civics at the moment, these are Code of Laws, Mysticism and likely Foreign trade (for the shipbuilding policy) and Early Empire (for faster Settlers). This means they still have the pingala promotion to come for another 4 Icon_Culture.
- To be on par with TAD, Woden likely has 2 monuments, 1
- they also need to have Monuments in both their cities or work Icon_Culture yields

science:
- both are a city down on us
- they still are 2 Icon_Science stronger than TAD, without having a Campus
- There is a fringe explanation based on working Icon_Science yields, but it would need to be more than two tiles per player.
- More likely, they have also found a scientific CS and were able to get envoys into it on top of working at least 1-2 Icon_Science yields

I believe we are likely their first contacts and their war scheme has started latest last turn. We need to defense up before pushing further, it is bad news that they were able to access me without passing by you as it will mean we need to split our forces to defend my and your territory.
