In a vacuum, yes. Combined with the multiple logins per turn and never knowing whether the units as you see them will be where you see them next (ie, he's played some but hasn't moved everything and will probably move stuff after you regardless), I can easily see this being a problem and a cause of great frustration for other players. When I'm contemplating the state of the battlefield, so to speak, I need to weigh the cost of any decision with the value of the information that I have available. Against LP, it seems you NEVER have complete information, because even the units you see in front of you are uncertain because you really don't know if he has finished moving for the turn, even after he has "played". This is patently unfair.
I think what Seven intended from OB is trade routes for both players and nothing more, and certainly NOT scouting of his territory. This is pretty basic. If you have a scout on my border and offer OBs and I decline, either I don't want the routes or for you to scout me, or both. If your scout goes away and I counteroffer OBs, I must want the trade routes, so accept if this is agreeable to you. If you then double move me to scout my land before I have a chance to prevent you from doing so, I'm going to be pissed and will probably do basically what Seven has done, pitch a fit and kill the units. And I would feel completely justified in being upset/annoyed/however Seven is feeling here.
I don't want to dump on LP here, I think he's a nice guy and a tenacious opponent who can't help but do everything possible to improve his in-game position. But it must be terribly frustrating to play against an opponent like this and, as much as I like to win, it's more important to have fun and not ruin the game for other people (until  hammer time, but even then don't double move).

I'm not keen on being the one to do it. He's playing half the civs around me in PB18 and could organize a no diplo dogpile pretty easily.

LP's had hundreds of angry posts in his and other threads about his rule bending and double-moving. He's also had years to contemplate the reaction that his "playstyle" generates. One more post, no matter how well laid out, is not going to change his behaviour.
BGN's post about the battlefield is spot on. If you see a chariot next to your borders with a player having ended turn you expect it to have 2-moves not 3. LP abuses this horribly.
Given that Seven's a bit behind in this game and might be out of contention with Mackoti in there,....an always war game with Seven might be the best medicine for him. And the most fun for us to watch.

the memory of last night was a pleasant but ultimately unwelcome distraction. Then, inspiration (of sorts) struck.
He cleared his throat.
*ahem*... *BANG*.... *CLANG*

As he wiped off his chin

A stunned silence followed. Apparently, the villagers had expected something a little more... high-brow. They did not know how to react to this new style of poetry, but before they could decide, fate intervened. The lid of the barrel that was supporting Zakofonix gave in, and he promptly fell into a pool of tar. That brought a roar of laughter from the villagers, which didn't abate when the Innkeeper, enraged for previously alluded to reasons, came storming out of the crowd and kicked the barrel into the chicken pen of Farmer Cull. Covered in tar and feathers, and hailed by a storm of mocking laughter, Zakofonix stumbled off.
As poetry recitals went, he was prepared to call it a success.
